So, the public wouldn’t hear about it and if they did, it could turn into chaos and pandemonium.

That, however, is a pretty unlikely scenario so, what if real intelligent aliens landed and for some reason, they’re hiding on the Moon but trust the beady little eyes of human and we spot them?

Whoever discovers those aliens first won’t be allowed to publish their findings because whichever government gets to hear about it will a) want to take advantage of any advanced technology that these aliens may have before anyone else and b) it may not be very wise to let the public know immediately as there could be panic.

The world is in enough trouble without aliens; some idiot politicians are determined to cause trade wars so, stock markets are volatile enough and a world financial crisis would be undesirable to say the least.
